BUCOR Chief Faeldon’s 2nd Day at the Senate

Day 2 of BUCOR Director General Faeldon’s attendance to the Senate Inquiry revolves around the contending arguments on the interpretation and implementation of RA 10592 (GCTA). The principal question raised is whether the BUCOR Chief Faeldon has the final authority to release convicts based on the said law or the authority is with the Secretary of Justice. Highly controversial issues that arise from this inquiry are the release of the convicts on the Chiong rape-slay case and the aborted release of former Calauan, Laguna Mayor Antonio Sanchez who is a convict in the Gomez-Sarmenta rape-slay case.
The media raised an ethical issue on the referral letter to the Board of Pardon and Parole (BPP) of Sanchez’ clemency application by Presidential Spokesperson Atty. Salvador Panelo. The raised ethical issue is based on the fact that that the Presidential Spokesperson was one of Sanchez’ lawyers during the case trial. In turn, Atty. Panelo announced that he would file libel cases against the Rappler and Daily Inquirer.
Another letter that caught the public attention was the letter made by Congresswoman Imelda Marcos in 2017 and addressed to President Duterte seeking clemency for the convicted Sanchez.
