Freed convicts under GCTA Law continue to surrender

Freed convicts under the Good Conduct Time Allowance (GCTA) Law continue to surrender even after the September 19 deadline given by President Rodrigo Duterte.

The Department of Justice (DOJ) spokesperson Mark Perete said a total of 2,221 individuals have surrendered—1,985 of them are in the custody of Bureau of Corrections (BuCor) while 236 are still in the Philippine National Police (PNP).

The number is higher than what was on the initial list of the BuCor that showed 1,914 convicts of heinous crimes were freed through the GCTA.

Perete, however, pointed out that the Bucor officials will still continue to verify the prison records of Persons Deprived of Liberty (PDLs) amidst criticisms.

“Members of the DOJ-BuCor Task Force are at the Senate today to check on the carpetas as part of the verification process. They will work there until we complete the process,” Perete said.

The BuCor and DOJ are conducting a revision on the list of qualified convicts which would only contain those who are supposed to be freed and have not committed heinous crimes.
